What is the proper way to learn web design?

I’ve been learning to design websites for a while now but I was just wondering what sort of thing am I going to need to know to get into the industry? HTML? CSS? anything else? and does anyone know any universitys (in the UK) that run a web design course?

    some of the languages to help you enhance the website…shockwave, PHP, Javascript, XHTML, Pearl, there are a bunch of things that you can learn…take classes at your local comunity college..a lot cheaper

    Html>JavaScript>Java Applets>Use applications like DreamWeaver, and MS Access, and JCreator to compile applets.

    I really like http://www.w3schools.com if you can’t find a formal education for it. Of course, a formal education and that piece of paper saying you have it will get you much further than not having it and only have skill. You can try some of the online universities, I think a lot of them take international students as well. I would do a Google on your area and see if any landbased schools offer web design and web development.
